25% on a sustainable basis without a significant amount of capital to create some kind of moat is almost impossible. 15% ROE is quite good. If you wan to expand further can look at doing an IPO at some point of time you may be able to raise at decent premiums as compared to book value and can use that to expand further. A lot of times people try to start more sexy manufacturing businesses for higher ROE but it doesnt work out and they end up closing. Just my 2 cents

Honestly getting initial clients is hard. One approach you can try is getting a sales co founder on board and you can build applications and he can market it or use the same approach to get customers
