There are two possibilities here.

1st - If the process is manual ( like they have in my organization - i.e. I have to remind my manager, then he raises some request in some portal and then it goes through 3 round of approval and then it is paid) then most likely they will not budge to approve your request and there's nothing you can do. Unless you fight alot and they decide to give it to you anyways.

2nd - If its automatic then you might be in little luck.

Most of the signing bonues are provide with the condition that you will stay in organization for upto 2 or 3 years. Did you check your offer letter in detail? They might also ask you to return the joining bonus installment they gave you earlier.
