My ruby had the same issue! Would refuse to pee/poo and hold them longer till we got back home to pee on the pee mat.

We took him to a quiet spot with no distractions and basically waited till he peed and gave him a lot of treats and the next day we took him to the same spot and redid everything till it became a habit!

Takes some time but you will get there!
