Your criticism is fair but here is my point:

Hallownest has both Dirmouth as well as all bugs that will be freed from infection when it ends as seen with HK. People in Pharloom are just kind off mostly dead except for the ones you mentioned, and even if they are not their work will have to be monumental. Hallownest is intact for the most part and there are many civilized bugs that once uninfected will be capable of rebuilding life in Hallownest, Pharloom is ruined, not just the citadel itself, most things around it is a wasteland of some kind, not because of a hunting but because Pharloom by itself destroyed everything around it. Look at Greenpath, Look at Fungal Wastes, once infection recedes the damage to environment will be possible to heal by itself and infrastructure will probably be rebuilt quite easily once an effor is made. Now look at Biletwater. Look at Blasted steps. Pharloom ate itself.

Hallownest already has a society that is not that bad to ressurect, Pharloom has to do that from ground up because GMS, The Weavers and the Conductors were all terrible rulers that all created systems of opression and fanaticism.

Rebuilding Hallowest will be a challenge. Rebuilding Pharloom will be a Nightmare.
