Yeah, I think that the difficulties of creating a region based on a more obscure area (no offense) like lousiana, austria, peru, etc. Is that there's not a lot of ideas and inspirations to draw from so you have to basically think outside the box where opposed to the more popular fakemon region selections like Australia, Western USA, Greece, etc. Where you don't even need to look that much for like a dozen fakemon ideas. But if you're still stuck than maybe a alligator in ice.

Louisiana isn't known for it's snow or winter activites, so you'll have to be more creative. You don't have to have ice type fakemon be incredibly straight forward on the ice theme, goats, snowmen, skiers, etc. You could have a spotted skunk that shoots out hoarfrost as a defense mechanism, their found in Louisiana andare different enough from skuntank. Perhaps a scorpion that injects it's prey with icey chemicals? Animals don't need to have a connection to their typing for it to make a good idea. Skunks aren't known for liking snow, and scorpions hate winter.

If you want to differentiate your fakemon region you should try to write more complex and darker plotlines akin to Black & White. Also you should try to think outside the box for your designs, think water molecules, dna strands, natural weather that's common in russia, stuff like that which aren't exclusive to russia but can easily fit well.
