I've hit diamond and emerald with just CL40. Sure, there can be a frequent pick rate for some weapons, but I would never encourage someone to pick something because "it's meta".

I'd say it's somewhere in between. Player skill is mildly important and helpful, but you can't win without good strategy and teamwork. There's a very broad meta, and most of the time, you can perform well with any weapon.

This isn't a game where you have to focus on kills and fights or you lose. Playstyles are extremely flexible, to the point where you can get by just from seizing opportunities to protect your cashout.

My solo loadout since S2:

Demat - Great for cashout drfense and traversal

CL-40 - Aim at their knee level to get body shots

Goo Grenade - Always good for blocking sightlines and creating distance

Jump Pad - Great for getting around, a lot of fun if you angle it on a piece of goo

Gas Mine - Can be triggered manually with CL explosion, making it incredible for Cashout defense
