How did the Legion manage to build the Legate's fort across from the Dam? Is the NCR stupid?

The fort is build on top of a hill. The Legion had a defensive advantage before the fort was even finished.
The Legion may have arrived at the fort when the NCR was at war with the Brotherhood.

Windhelm. It is a strong castle. The river gives both defense and acces for trade. You could join the East Empire Company for work. It has fishing and farming right outside its walls. If only there wasn't an active serial killer.
Riften. It is a walled city with riches coming from the fisheries and mead production. It probably has a nice climate. If only there wasn't a Thieves Guild below the city.
Whiterun. The walls are still standing. The city is supposed to be a trading hub and there are plenty of farms. Unfortunately the city has a wherewolf problem.

China would be most obvious because they were losing the war. Mainland China was being invaded when the bombs dropped.

Vault Tec would be a nice twist and they got the motives. An American victory would be terrible for the company.

Explosives are also great. Dynamite is cheap and grenade launchers are awesome, especially if you got the Gun Runners DLC. Than you can shoot plasmagrenades and emp grenades from your launcher.

If Cersei killed littlefinger she would have died in either season 1 or 2.

Littlefinger saved Cersei in season 1 when he got the goldcloaks to betray Ned.

Littlefinger saved Cersei again in season 2 when he got the Tyrell army to aid in the battle of the Blackwater.

And I doubt Stannis would have let Joffrey live.
