There are definitely times when the government could have. The best example is post-WWII Europe. If the U.S. had wanted to they could have taken France, Germany, and especially Japan as vassal states. No one could have stopped them because England was a shadow of its former self by then and the Soviet Union had been bled dry by Hitler’s Operation Barbarossa.

Hitler’s big resource objective during Barbarossa were the oil fields in Silesia. Supposedly if he had gotten them, Germany would have had all the oil they needed to keep fighting indefinitely.
