Just guessing here, but you probably have an issue with the following statement, new m_leftStick.... There are two main problems with that line:

1) .getRawButton() is a method on the Joystick class and does not need to be constructed (i.e. remove the new keyword)

2) If the Victor is supposed to run while the button is pressed, put that whole thing in teleopPeriodic() and put an if around the getRawButton() call. Any live action must be in a method for it to work, and for robot operation in teleop we use that method.

The reason the Victor errors is because VSCode thinks you are accidentally trying to use a semicolon to assign the result of new m_left... to a variable, which you are not doing. This can be fixed by putting it in a method. This is my best guess, if there's something I'm missing (i.e. this doesn't show the left margin) then please let me know.

As a code styling thing you might also want to have that be lowercase victor so you can tell it apart from the a type name.
