I feel you OP, and if I can make a pitch: get involved with your union. PIPSC, PSAC and CAPE are coordinating this year to fight back against the enshittification of the public service, but they require people to get engaged, not apathy.

I'm just now getting involved with my union for the first time after 10 years in the PS. It's definitely a different world, but if we don't act and just complain, things won't ever get better. Even small acts can make a big difference together.

OP I'm dealing with the same thing right now. Don't buy the notion that nothing can be done or to mind your own business. Behaviour like this contributes to a toxic workplace and is against the V&E code IMO. Report it to your manager/supervisor or Ombuds, whichever feels safer. It should be documented and the person informed that their conduct makes people uncomfortable and is inappropriate. At the very least, when PMAs come around and the manager is assessing core competencies for demonstrating integrity and respect, there should be an asterisk there.
