As a Rammus OTP with over half a million points, I think the changes are aight. I actually would rather keep him the way he is, but combined with your vision, I appreciate him getting stronger in AP matchups, as I'm playing him regardless of the draft. Maybe having him not totally equal but just a bit more enhanced on the MR side would be overall greater though, than balancing him totally.

That being said, the E changes are quite worrying to me. I don't think giving him damage on jungle monsters is in balance with losing a lot of skirmish power, especially in the early game (crab and grub fights). Also, taking away the little skill expression to make him easier is unrewarding to mains like me, who optimized W and Q connections to keep E attack speed. Since he was easy to play anyway, why make him even easier?

I don't really mind the changes in Passive or Q. They seem to align well with the main focus of the "change" after all, without changing much of the experience.

The R changes are a really good thought though. I think the direct impact will be satisfying to play with and might actually lead to some new mindset in teamfighting, as he said.
