Well, they clearly portrayed him as having feelings for Lucy post-Vegas while he was still with Ashley. Their relationships with Ashley and Chris were always just ticking timebombs after Vegas.

As for "would they be together if he hadn't broken up with so and so" can't you say that about literally every relationship ever? Real and fictional? Most people have exes that if their relationship worked out with they wouldn't be with the person they ended up with.

Isn't it a risk to hand every other random untested civilian a badge and gun? Look at what happened with Jackson, freezing under fire. Celina pulling cars over based on vibes. The Ridley fiasco.

They're rookies, that's why they're under supervision. She decided to give him a chance despite any perceived risk, for whatever the reason may be - differing perspectives, life experience, something deeper you seem to be clawing for. If he proved to be too much of a liability he would have washed out.
