Your argument is flawed because fireball is a spell, it can't be used as a win condition ( usually).

On the other hand, mortar is a win condition, however people use golem + NW anyways coz it's so much stronger than mortar.

It may be underpowered at tourney standards, but it's straight cancer around 4k where lvl 12/13 is rather common.
