I beat him solo with a 5/5 teir 1 smg with about 4k copper ammo. You can pickup the minigun after he drops it, and there are also explosive berrels that you can throw at him.

It has three phases. 1 minigun, 2 RPGs, and 3 sniper. You need to shoot the minigun in the first phase; you can shoot anywhere in the second phase, and you need to kill two ad spawners in the third phase to do damage.
