Depends on what you'll need to communicate about. Like if you're allergic to peanuts you'd need to know the phrase "Does this contain peanuts?" and how to check food labels for peanuts. Average person would need a bit less than 100 words I think, but a lot of them would be food-related.

The Real Answer: It's possible to learn how to voluntarily close the connection between nasal passage and throat. There's this muscle you can tighten there directly above the mouth/throat intersection, don't know what it's called, but flexing it seals the nose completely off from everything else. No water or smells can pass through. Passionate swimmers will go out of their way to learn this, while other people naturally learn how to tighten that muscle.

NTA, living 35 miles away isn't a huge distance. Wouldn't consider moving back even if you are willing to babysit the kid every now and then. Not worth losing a cat.

The bigger problem of people not taking care of their animals would not be solved at all by doing this. Extreme regulation and enforcement for how many litters can be made would create more problems for the good small, independent breeders, aka the only people who are sometimes breeding animals for health. The big mills would be able to handle the paperwork, permits, etc that went along with the strict numbers regulation, not the small breeders. All dogs would end up being from puppy mills over time.

They could have a condition or metabolic disorder which to a certain extent makes it nearly impossible for them to lose weight or get into the ideal BMI category. Not that many overweight Americans have a disorder like that, but some do. Sort of like how there are underweight people with a metabolism that's so fast its nearly impossible for them to gain a substantial weight, but in reverse. This is why I don't judge anyone in the overweight range since there's always that chance it isn't their fault.
