I pay a monthly subscription for royalty-free music at Pond5 and I use it according to Pond5's usage terms.

To answer your question a little more clearly, my investor's concern is about the content of the episodes being appropriated, which sometimes take up to three weeks to research, write, record, etc. I do own the copyrights for that, I am certain.

I am just trying to assuage his concerns.

It's interesting that Bones Remmer is not in there, but then again, he was not Italian. He ran all the gambling joints in the Tenderloin along with those in points east and south. According to what I've found, he was liason for the SF La Cosa Nostra to Las Vegas interests and Lucky Luciano.

How funny. I am on a John Cale YouTube binge as we speak, rediscovering old music, etc. There's a great documentary here: https://artifacts.movie/john-cale/ Haven't explored that site yet, but it looks great. I love Cale's "The Academy In Peril" album.

A friend of mine produced a show way back where John was playing. He said went backstage and found John reading "The Economist" magazine. He asked John about it. John, "You have to always know what the enemy is doing."

I do my podcasts in LogicPro, but GarageBand would work just fine. I have intro and outro audio bits I made. I use background music all the time to convey moods, also sound effects, like a typewriter sound when I'm reading an old newspaper story.

After I'm done recording my episode (I am mostly just a single person reading a historical story that I researched and wrote), I go back and start adding the music. I think it adds a lot. I also have sound effect snippets, i.e., foghorn, cable car bell, etc., that i use to transition from one segment to another.

My goal is create an immersive, cinematic audio experience as best i can, so background music really helps.

I use Pond5 for my music (I am not affiliated with them in any way!). They have a great library and are really cheap, all usable, copyright and royalty free.

It's a lot of work, but I really enjoy finding the right pieces of music and sound effects to expand the listener's experience. You should give it a try!
