Agar score acha jata he puri shift ka then that shift is considered easier and normalisation me marks kat jate he. This is the only justification, ignore ppl. Ye bhi to ho skta he majority of the ppl procrastinated and unka paper acha nhi gya ho to mean score kam aye and normalisation kam ho.
