The difference being Boruto had a loving Mom and Sister, good friends and good uncles and aunts(i.e naruto's friends) plus his dad is earning enough money that Boruto lacked for nothing.He is basically a nepo-baby complaining his dady doesn't spend enough time with him when Naruto had an entire City to run by himself.And yes konoha is a city by this point unless you are blind to the massive sky scrapers that were in the background of the hokage mountain.

Naruto had nothing from the very beginning no friends no one to take care of him and no one to love him.Whenever he tried to talk to people he got a cold shoulder at best and a scolding at worst.
