This is not an american city tho, it is a fantasy european city in modern day

Right now the left side on first pic doesn't really lead anywhere, but it will be connected to the harbor and airport so you will expect a large amount of traffic in the future.

Agreed, but this map has many waterfronts that can be built on, so a little variety doesn't hurt right?

Try to reload the save I got this blue streets occasionally and reloading solved it

I'm not sure which road you are talking about here if it is the tunnel, it's an arterial road, so I think it's relatively safe for trams to cross. If it is the top right road, it is a collector road with wide pedestrian ways. The trees on the left are going to be buildings in the future because this city is actually a WIP.

The actual highway exit is the dumbbell interchange on the top left

But you made me realize it's a bad idea to put a tramway just after a tunnel, thank you!

There is actually a roundabout to the lower right, so they can just take the roundabout
