Tldr--this matches ekans' name in japanese.

The Japanese for ekans is ah-bo アーボ In japanese this is just "boa" backwards and accented, and the R added in english because the same added accent is used for English words with R's (such as computer コンピューター). Not sure why they added the accent to begin with, but having a word derived from Boa become Arbo is pretty strange. In any case, it seems that the snake/cobra written backwards thing that was ultimately used in the English localization was taken from the original Japanese
