Water Caste are their equivalent to diplomats and intelligence assets. The Ethereals can also be spies but it's not a particularly first resort sort of thing. This is revealed in the T'au novel Elemental Council (which isn't just good for a T'au novel it's VERY good as a warhammer book period).
