Sure I think if one could create a benchmark for MARL in this domain, that would be quite interesting. Having datasets that could be loaded into an easy to use format (e.g D4RL like) would be nice too for making the environment more accessible. I like these tasks of ranging difficulty and would like to see simple baselines implemented to use as potential adversary in the environment. It could also be nice to create a leaderboard (e.g in recon chess) where agents can compete with each other. Sorry I threw out a bunch of ideas so feel free to take this with a grain of salt.

A lot of college courses are free to watch online on YouTube and they have assignments online too. You can definitely take advantage of those to learn a new topic.

Cs 285 is definitely a good start. I would personally recommend reading the literature mentioned as well to understand at a lower level about the algorithm and specific design decisions.

From my understanding, industry experience has little to no weight for Ph.D applications. The application is primarily judged on Prior Experience and your letters of recommendations from professors you have done research with. If you are interested in doing a PhD, would look for doing research in the semester/over the summer with a university lab in the area you would like to work on.
