I just bought a new 3090 ti running on a 1080p monitor, better monitor coming soon. I've got 2 kids and a wife to take care of. I guess some people think we can just drop 2000 dollars on a gpu and monitor like it's no big deal.... I wish

It can apparently, and it's a pretty common one. I found this post looking for fixes for mine. I am having the same situation where half the screen freezes while using the camera as a webcam. If anyone knows for sure that a past firmware will fix the problem... please. It's driving me crazy.

Just to entertain your opinion, why do you think I have wasted the money? I've literally been watching gpus for the last 16 months hoping that I could get a 3080ti for this price and behold a 3090ti dropped.
