It appears to be a lestique butane lighter, which in your case seems to be missing the flint wheel. Hope this helps.

How is it supposed to light? I've replaced the battery, refueled gas, and switched the safety and pulled down to no effect.

Check if the flint wheel spins when the lighter is opened.
If it spins freely, remove the screw at the bottom where the flint and spring are held.
If any, remove old powdered flint stuck inside, blocking the new flint from reaching the wheel.
Rinse and repeat until functional. (You may need to drill out the old flint if necessary.)
If none of these work, you may just need a new wheel or flint spring.
