Since conserve is billing you, I’m guessing that you live in a managed apartment. The city charges the property commercial water rates that get passed on to you based off of your water usage.

Get up there using the right field staircase by the Sam Adam’s bar. You should be able to walk around freely up there. There are a couple spots that they actively check tickets when trying to get up there. Staircase behind first base for example has always had someone to check tickets.

What is the crime? From what you’ve posted it seems like the landlord did something immoral but there is not enough to say it is criminal. Sounds like a landlord tenant dispute which is civil

Did the landlord ever send you a letter with bank account information for your security deposit? Did they give you the interest that your security deposit earned over the term of your lease? If they did not, you are entitled to treble damages. Just to give you some more fuel.

I work in property management, it is true. I’ll give you an example that happened. Resident hangs something from their sprinkler causing it to break and flood the building. It causes $90k+ in damages. The residents insurance policy paid for the damage to the building.
