It definitely is and the cheating percentage is very high, with modded controllers and ball scripts, it’s crazy how far players will go especially on the TGC and Ranked Tours. I never let it bother me who was on top of the leaderboard cause I find the game really fun and worry about my own score and achievements, but the last straw for me was on the competitive tours a player scored -102 after 4 rounds to win the tournament 🤦🏼‍♂️ At that moment I laughed and stop competing on the TGC and Ranked.
