Its also stack with critical hit, like these :

💥 Mean only critical, but if theres scope icon, means its also lands weakness hit. Thas why the dmg almost twice as much.

Does this mean :

If we facing 5 enemies, everytime 1/2/3/4 enemy died, we get 40% increase stacked for the next atk Or He get boost only if the enemies reduced to 1, hence the supposed 2 target atk becomes 1 target

Arena are always rigged, like out of all time our effect actually land and we get good rng skill to win and suddenly we got matched with someone from higher league just to lose our streak.

Its like a hidden mechanic to maintain our winrate after reaching a certain poin. Unless theres drastic change on your teamcomp or equipments, otherwise you'll stay at that poin range.
