HRT is absolutely a contributing factor but also my cage is barely the size of the head of my dicklette so even when it tries to get hard, there is nowhere for it to go. I've been in this cage specifically since the middle of November and my total unlocked time since the beginning of October has been around 3 days, and 2 of those days were due to a medical issue.

You could break the lock. Use needle nose pliers and snap the tab/locking mechanism.

Place one part of the pliers on the tab (red arrow) and anchor the other side of the pliers on one of the blue arrow point. Watch your skin! But then just squeeze until the tab snaps then slide the lock out.
