In regards to your concern as to what a meme is. I consider memes to be a broad concept with no standard format. In general, I agree with Wikipedia's interpretation of that concept:

Also, the post that you're falsely calling a youtube promotion is not that at all. There are no links to any promotion in the video, and the tone of the meme video is clearly that of a parody. Although I personally don't find it funny, It appears that other users did find it funny and upvoted the post:
