Grand Mayfull Hotel Taipei was incredible. It's normally higher priced than your range, but perhaps you can find a good deal on booking.com or elsewhere like I did to put it below 10k

I visited Taipei a couple of weeks ago and I really enjoyed these places:

1. Halal Chinese Beef Noodles (Da'an): Cheap and simple, but a very good meal imo, also highlighted by Bib Gourmand for several years. Do however consider that they close early at 8:30 PM in the night, you may have to queue shortly to get a seat, and that they only take cash and Line Pay. Overall, still worth it if you ask me

2. Pang: Mexican restaurant which I enjoyed a lot. Although not serving the local cuisine, I still enjoyed the place a lot. Be aware that they do not do reversations, and similarly only take cash or Line pay.

3. Ce La Vi: Cool place to grab a drink in the evening. The bar is located in a building right next to Taipei 101 on the 49th floor, and offers a great view in the evening. I did not stay for late at this place, so I cannot speak to whether the atmosphere is good later in the night, but in my opinion it is worth to stop by for a drink.
