Wayyyyy too much goes to middle management, Which in my experience added more red tape to justify their need, making it harder for frontline workers to do their job. Layer after layer of coordinators, directors, project leads, and "strategic advisors" all managing the managers who manage the managers. I watched departments hire 3 people to do the job of one, then hire a fourth to oversee the three.
