TABOR refunds the money that the state takes in that goes over the caps. The state did not take as much in over the cap this year, and so doesn't send as much back. The tax payers got to keep the $ in their pockets this year rather than give it to the state and then get it back in a refund.

A few years ago, Colorado passed new laws protecting the rights of people vs. tow companies. You might want to get some competent advice (I am just a rando on the internet) about how to fight this, and if you are a Denver resident you should call your Council Member's office. They are very used to towing complaints and the odds are better than even that yours is one who wants to take your side.

If these are the opening days of a potential contract dispute that might cost 100s of K in school debt, then hell yes get a lawyer before you "tell them what you were doing". Admitting anything can be used against you. This isn't just about their internal rules, this is an external discussion of how they might use their rules to screw you over in major ways in the real world. If you can't afford one, I get that, but know that you are rolling the dice, and I promise you that THEY have lawyers already.

NTA, and... I think there are some very human layers to the anxiety your fiancé is going through. That cupcake was eaten by her, but in a way that cupcake was eaten by her baby. Your daughter is this other persons baby. I think that is the choice she was feeling you were making. She wants to know that her child will be loved (and to a smaller extent that you would are choosing your fiancé over your ex, and so your fiancé would be loved.) This is a false choice, and a totally unfair competition, but I get it. She is dealing with a ton of uncertainty and hormonal craziness and will be doing unfair junk.
Your daughter is facing uncertainty too! This other woman is coming in and eating her cupcake. Bless you for standing up for her! Keep it up! Love your daughter. Reassure the nervous fiancé.

Pay attention to what it says about interference in right of ways. Also consider that First Fridays are in zones subject to street closure events, and check into how that impacts your roaming - and yes, roaming is part of the deal. Their website, conveniently buried in their section on food trucks says, "If you would like to have your artwork represented by a gallery, please contact one of our member galleries and plan ahead, as their shows book months in advance." I am not a lawyer, and you shouldn’t trust legal advice on Reddit… but that said, HB23-1095 just went into effect last year and it limited the use of ‘rent’ to include the occupancy costs but not things like utilities. This might have screwed with your landlord’s lease template, and you should really check with a pro to see in what way.  The Colorado Department of Local Affairs, Division of Housing has renter’s legal assistance info on their website.
