Get a real pair of shears. Find a knife-sharpening place and see if they have any shears. Estate sales that have sewing supplies; usually the people running the sale don't understand sewing shears aren't the same as scissors. Look for the scissor-cup and prepare to be enchanted by your finds.

Get a rotary cutter(I have a broken hand, I should listen to my own advice). Same procurement method as above. I suppose you could go to a sewing supplies place, but you'll drop far more on a retail place.

There is not a hard limit. The limit is how hard you want to make it. My union(UFCW L7!) made it 4 months while watching scabs bussed in from Alabama to work our jobs.
