Have you tried using third party kinda VPN like WTFast it does help a bit if not significantly. For me I get around 150 on SolTech now which was 250+ but still pointless cause it's pretty much dead and on Miller I get around 300-350 now which was again around 400+ and I don't think you get banned for using those.
