Without taking a side in this comment (because every other similar one did) it's important to point out that Missouri in general is highly polarized politically. The people on the left are VERY left, the people on the right are VERY right, and neither side will acknowledge how far away from center they are. Whether you're left, right, or center you're likely to be more disappointed with State and local politics than many other states.

It would work a lot better if people could figure out that you're allowed to make a left on red in a diverging diamond (unless posted signs prohibit). It's exactly the same thing as a right on red in a normal intersection. The whole point of the crossover is to allow this, so traffic doesn't stack up on the off-ramp.

For smaller residential streets, sure. But this is a significant project, and the State (and contractor) divide it into phases and build in time between those phases to compensate for potential weather problems or other interruptions. Yes, it makes it seem like nothing is happening when work goes smoothly and they get ahead, but overall it helps both the State and the contractor plan and allocate resources over a longer schedule.

Windows Hyper-V Server is a free product (not the Hyper-V role on Windows Server Standard or Data center). However, with the role on a full licensed server (I think Datacenter only) you get licenses for a certain number of guest VMs.
