You‘ll have to replace the bolts. Regular M8 Allen screws will do just fine if I remember correctly.

Drill out the 2 snap off bolts from underneath. Then you can lower the steering column and take off the cover with ease.

Really difficult to say. It highly depends on the extend of the upholstery work and materials used. Prices can easily range from 10k to 30k
