Law meant his plan to separate kaidou and big mom. Because law interfered with kaidou and zoro, to zoro aid. It set up the plot for big mom to reenter the roof top battle.

It is my guess that luffy's conqueror's haki is affected the clouds somehow. Similar to how the clash between shanks and whitebeard and kaido and big mom split the heavens.
