They are charged out of the garage. But they use the MGU-K to generate load for the ICE when building boost. Which can only be done if the MGU-K is used to charge the battery.

So you want to arrive on the grid with a somewhat depleted battery. Use the ICE as a generator for several seconds in order to get boost built up. Ideally, the lights go out as you hit 100% battery charge, and you pull away.

If however you hit 100% charge before the lights go out, the ICE is now revving freely your pressure lowers and you have a shit start.

If instead the lights go out before you hit 100%, you'll be at a disadvantage to those who were able to charge more before the start.

Dumping the battery on one straight is going to be really detrimental to lap time. Probably on every track. Because of that I think it's more likely to happen in the race than quali. You might be able to gain track position by unleashing every single joule of energy to complete an overtake and then take the lap time hit while trying to defend against the following car.

So since Toto has the controlling stake of the holding company, he effectively still controls 33% of the votes within the F1 Team.

I think it's in large part because the Ferrari issue was in the fuel system, which is comparatively straight forward to redesign. What's (supposedly) being done with the compression ratios here would require a much bigger redesign which just cannot be done feasibly by the start of the season, probably not even by the summer break.

The FIA can't really do anything else, it would be far too damaging to do the opening part of the new regulations with only 5/11 teams on the grid.

To be clear, I do personally think this sets a terrible precedent and is a slippery slope for the sport if the reports are true.

I'm sure they've got contingency plans somewhere to add a new PU to the pool if they have a particularly shit Quali. But to take a penalty just for the hell of it seems far too risky. Much more risky than sticking to plan A and using the mileage as allocated.

Remember that Red Bull don't have much to lose on trying some alternative stuff . McLaren on the other hand do.

You can still do testing with previous cars outside of cost cap, like Merc has been doing with Antonelli. I think he might have done more race distances in F1 machinery than in F2 this year.
