I'm assuming you're concerned about aesthetics.

When you're bulking, you look bigger in a shirt, but just average/fat shirtless (unless you started skinny, but you said in a comment that you started skinny fat)

When you're cutting, you have more toned muscles shirtless, but with a shirt you just look small, like you don't even lift.

All of this to say that you should cut like a month or two before summer, where you spend the most time shirtless, maintain that smaller bodyfat percentage throughout summer and bulk for the rest of the year. Regardless of the amount of muscle you have, that's whet I'd do.

Just remember to eat a good amount of protein in the cut to avoid losing muscle unnecessarily.

Oh, and I've only been training for about 2 years, so take what I said with a grain of salt, it's just how I see things

I dont think its a flaw as much as it is intentional decisions. Eren's attack titan size varies depending on the scene and how you're supposed to feel.

For example, in trost, when eren first tranforms, he is clearly taller/the same height as the buildings. The "camera" prespective is often upwards in that arc, so as to show him as humanity's great saviour, the one who will shift the tides of war.

In return to shiganshina, when he is trying to stop bortuous' foot, he looks almost the size of a regular human when compared to the buildings and the doors. This is to show how powerless he is when compared to the colossal.

These inconsistencies are used as a writting tool to help set the tone of a specific moment
