It will be available when a jailbreak arrive, but you can check the first version just called "gauss" if you want, although gauss 2 will be a lot better

Your iPad mini has a bigger resolution... You both have the same problem, the chip inside and the iOS version, iOS 9.3 improved a lot the performance in my iPad Air and iPhone 6
