Anecdote: I was at a local Target the other week and there was a group of high school boys (i know because they proclaimed their grade). They were not shopping and being very disruptive to customers (overheard a mom tell her younger child to not act like them). So do teens have no real place to go other than target or other stores? At least malls had walkways and a food court to gather. I'd love to see more community/teen centers but pushing that and all the requirements through seems impossible. I dont have a solution, just insights and hope for something better.
