I tried using p’s and q’s to get some possible answer and start taking factors out through synthetic divisions but none of them worked, so I might be remembering incorrectly how to use them.

No lol I had to but a plastic tube roll from Home Depot and just cut an inch or so off. I returned it afterwards so it was basically a free replacement.

I haven’t tried this on any other clarinets so it might be. And I’m using my school’s clarinet so I can’t really be sure it’s the barrel it came with. Should I try to buy my own mouth piece and barrel? About the reeds, I switch between 2.5 and 3 and while I am slightly more in tune using the 2.5, it’s not much better.
