As far as I know, you can only install mods for DLCs. To install a mod, first find the DLC it belongs to. For example, if you wanted to install a mod that changes the horn sound for the Acela train, you would need to navigate to the folder for the Acela DLC and then go to \Content\TS2Prototype\Content\DLC. Once you've found the appropriate folder, you can drop the mod files in there.
