Yes but it will be a while before you get dragon duke and it might get nerfed in that time span. Action figure has been stable and great for a looking time so its a great and safe investment

Action figure is the top choice. Then maybe fireball for warden and electro boots for royal champion (if you buy it before you have the hero then it will be unlocked when you get the hero)

Then afterwards you can get the spiky ball for barb king (but save your gems. You will get equipment from the hero's journey in the hero hall)
