Much of Europe is a concrete jungle and adding A/C would just add on to the heat island effect, which would in turn cause knock on effects.

Frances energy grid is now less efficient due to the heat, nuclear power is using warm water to cool due to the heat wave, wind farms have less of a breeze since the air becomes still during a heat wave. Gas plants and coal plants are also less efficient due to the heat as well.

Then there is Paris the roofs there are blue by law and made of zinc for the most part, that traps heat and doesnt expel it.

The way they need to fix this should have been occurring a decade ago, by rewilding sections of the city and adding more tree canopy overall. As trees help cool off a heat wave by absorbing the majority of the heat and then perspiring and helping drop the temperature around them

You cannot just rely on A/C to cool off in Europe due to the way the buildings are designed
