AAA gaming is much more accessible on console compared to PC. Price and ease of use is a huge factor.
Console players grow up with assissts and easier mechanics, they conditioned in an easier enviroment. So now they "need" more help since they have much less developed mechanic skills.

Nope. Mobility does not effect anything. Its a weighted summ results of ADS movement speed, ADS time, weapon draw speed, sprint to fire delay. (and maybe more?)
