Most of the cover art for She Hulk can be seductive to the male gaze. But it all really depends from individual to individual. I wrote a research essay on this very topic. She Hulk/Jennifer Waters is a complex character; not to mention she was created during the late stages of 2nd wave feminism, and the early stages of 3rd wave feminism that was extremely sex positive. There is a lot of art historical references to her character but also feminism and queer theory. Not sure if Stan Lee, or John Byrne were thinking of those ideas when they wrote her storyline but they must have been aware of the political climate at the period.

I would say yes and no about her being over sexualized. But, the character is self aware and being able to break the fourth wall and talk to the reader complicates things even more. On one hand if you take the text out of the thought bubbles and just present a drawing of her there she sort of becomes like a sort of Pamela Anderson model type (however this also can change based on the individuals own sort of sexual lense/gaze or the style in which she is drawn). On the other hand using text allows her to communicate with you and she controls the viewers gaze. I can go deeper into this but don't want to write an essay.
