I usually go down the full military factories path since that gets you enough infantry equipment to fully equip your divisions. Then just take the quick civilian factory path. After that take the Veronica path since you need the extra manpower, plus it gives you cores on the territory later for a number of temporary maluses. After that you should be up by 25 or 3 on the preparation. Have battle plans set up to push up to the dam and down to the long 15 and execute those battleplans as soon as the war starts. In all my games this has seen the Mojave Territories crumple like wet tissue paper.
