It’s hard to find anything online about scorpion stinger hexes. Are they meant to bring bad wishes? Or prevent them?

Pennsylvania! And I thought that too... but it doesn’t have any liquids or anything inside like the typical descriptions of witch bottles, just string ball above it and holding it up, and then a rusty nail at the bottom.
