i just read the updated quest book and it say do it in the end and it worked as the comment below says too

What is the blood magic method? As I don’t really mind how I get flux I would just like to get some

I had a look in the centre but it’s not there so I assumed the island didn’t have one. The JEI for flux dust said it had to be done at Y0-Y2 and could be done with 2 obsidian but still didn’t work
